Born 10 December 1933 at Stanmore, Sydney, NSW.
Educated at Cloverlly Primary School, then Sydney Technical High School, then Sydney University, where he obtained a B.Sc.(Hons) in 1955 and a PhD in 1960. He was later awarded a D.Sc. from Flinders University in 1976.
He had vacation employment as an undergraduate at the Snowy Mountains, Kosciuszko National Park in the 1950s working for Dr Betty Phillips.
He was appointed Professor of Botany at Flinders University in the 1960s.
He was head of 'Herbarium Australiense', from 1981 to 1988, during which time he re-named the institution "Australian National Herbarium", CSIRO Canberra.
He undertook cytological studies in the genus Casuarina / Cytogenetic and evolutionary studies in the families Loranthaceae, Viscaceae and Myoporaceae .
He is honoured in the species name of Melaleuca barlowii
