Blackburne was born on 25 January 1839.
He was appointed to the Public Service of Victoria on 15 January 1877 and held a position in the forest service of that State. On 29 November 1889 he was promoted to Inspector and held that position until sometime in 1903. He is recorded as having collected botanical specimens of Acacia during 1907.
