Blaxell was born at Sydney, N.S.W., on 1 February 1934.
He joined the staff of the New South Wales National Herbarium in 1968, but previous to this he had been on the staff of the University of New South Wales for 11 years. His interests are in the family Orchidaceae and in the genus Eucalyptus, in the latter working with L. A. S. Johnson, especially since the middle 1960s when he has, in conjunction with L. A. S. Johnson, written descriptions of many new species. His writings on eucalypts are published in Contributions from the New South Wales Herbarium, whilst his papers on orchids are also in the Orchadian (one paper in collaboration with A. B. Rose) and The Orchids of Australia - the Eastern Temperate Zone, in the Proceedings of the 6th World Orchid Conference (1971). He has collected extensively, especially eucalypts, in eastern Australia, mainly with L. A. S. Johnson and/or L D. Pryor. He was Australian Botanical Liaison Officer at Kew in 1974-75.
