Jaggard was born at Calliungal Station, central Queensland in 1862. He was educated at Barfoot's National School in Rockhampton and had ambitions for university education. However he had to be content as a school teacher. He was interested in natural sciences and between 1870 and 1882 collected plants for Charles de Vis. Jaggard published zoological notes in the 'Queensland' under the name of 'Thick Thorn'. Queensland .Herbarium records show that he collected in the Rockhampton area in October 1911.
