Thomas Richards was resident constable at Streaky Bay on Eyre Peninsula, South Australia, in the late 19th century. He was guide to Giles 4th Expedition between Fowlers Bay and Ooldea. He and his wife Annie sent extensive collections from Eyre Peninsula (especially the north-west), the mid-north, and from the northern Mount Lofty / southern Flinders Range area to Mueller between 1873 and 1894. These collections are now in MEL.
